The law establishes an ongoing process for Washington State Department of Ecology to identify and regulate priority chemicals in 5-year cycles. Each cycle consists of four phases:

  1. Prioritize chemicals.
  2. Identify products.
  3. Determine regulatory actions.
  4. Rulemaking.

While working through the phases, they do technical research, seek public input, consult with Dept. of Health, and report to the Legislature.

In the Report to the legislature for the first cycle phase 3, the program defined their criteria for safer and assessed third-party certifications and chemical hazard methodologies that could meet the criteria.
