Decree 1630/21, also known as Colombia REACH, establishes a regulatory framework for the management of industrial chemicals in Colombia. The regulation requires the registration of chemicals identified as hazardous under the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS) when they are manufactured in or imported into Colombia in quantities exceeding 100 Kg per year.
The goal of this regulation is to increase safety and environmental protection by ensuring that chemicals used in industrial applications are properly classified, documented, and monitored. Manufacturers and importers must register their chemicals through an online system, providing key information, including:
- Identity of the Manufacturer or Importer: The details of the responsible party for the chemical substance.
- Annual Production or Import Volume: The total quantity of the chemical, including any mixtures, produced or imported annually.
- Chemical Substance Identification: The chemical identity, including the CAS number (where applicable).
- Hazard Classification: A classification of the chemical according to the sixth revision of GHS, as adopted by Colombia in Decree 1496 (2018).
- Identified Uses: A description of the intended industrial applications of the chemical.
This regulation aligns Colombia with international chemical safety standards and ensures that hazardous substances are properly handled, reducing risks to human health and the environment.
