Under the new China REACH (Registration, Evaluation, Authorization, and Restriction of Chemicals), companies are required to register any new chemical substances not listed in the Inventory of Existing Chemical Substances in China (IESC). This regulation aims to enhance chemical safety by mandating that manufacturers, foreign companies introducing new substances, and importers submit detailed safety data and ensure that chemicals do not pose risks to human health or the environment. The policy covers new substances, those in development, and chemicals used as ingredients or intermediates in various products, including pharmaceuticals, pesticides, veterinary drugs, cosmetics, food additives, and feed supplements. According to MEE Order 12, a chemical risk assessment report must be submitted along with the regular registration.
