The Chemical Management and Safety Rules (CSMR) is a draft regulation currently under development in India, modeled after the European Union’s REACH regulation. This framework is designed to ensure the safe use of chemicals, protect human health and the environment, and promote alternative methods for accessing chemical substances. The CSMR will cover notification, registration, restriction, or prohibition of the use of substances, substances in mixtures and articles, and intermediates placed in Indian territory in quantities that exceed one tonne per year. Under this proposed regulation, 750 priority chemicals must be notified and registered by all parties in the supply chain within 18 months. The goal of the CSMR is to establish a high level of protection for human health and the environment, as well as preparedness and response in the event of a chemical accident.
