The Rules on Export and Import regulation, implemented by the European Union (EU), ensures that countries receiving certain chemicals from the EU are informed about the export, consulted for their agreement, and notified about the safe handling of chemicals to protect human health and the environment from potential harm.

The regulation applies to hazardous chemicals listed under the Rotterdam Convention, chemicals that are banned or severely restricted within the EU, and chemicals that are exported. However, it does not cover narcotics, radioactive materials, waste, chemical weapons, food and food additives, feed, genetically modified organisms, some medicines, and chemicals exported for research or analysis in quantities unlikely to affect human health or the environment.

One requirement of this regulation is that chemicals must be properly labeled and packaged when exported from an EU Member State. This regulation aims to promote shared responsibility and cooperative efforts in the international movement of hazardous chemicals to protect human health and the environment from potential harm and contribute to their environmentally sound use.
