Act 188 (S.239) requires manufacturers of children’s products to notify the Department of Health (DOH) if their product contains chemicals of high concern to children (CHCC). 

The Act also grants the DOH, upon recommendation of a working group, the authority to establish regulations for children's products containing CHCCs. Regulations may include restrictions on sales or specific labeling requirements and, in some cases, a complete prohibition on selling such products.

Covered products include toys, children’s cosmetics, jewelry, items intended to aid with teething or sleep (e.g., pacifiers), feeding products, children’s clothing, and car seats.
