Act 131 prohibits the manufacture, sale, and distribution of cosmetics and menstrual products containing certain chemicals and chemical classes. It bans the manufacture, sale, and distribution of textiles containing perfluoroalkyl and polyfluoroalkyl substances (PFAS) within Vermont. The Act also prohibits the installation of athletic turf fields containing perfluoroalkyl and polyfluoroalkyl substances. 

Toxic substances of concern include: 

  • Bisphenols;
  • Lead;
  • Triclosan;
  • PFAS;
  • Formaldehyde;
  • Phthalates.
